Saudi Arabia import new rules, these products must be completed before November 15 customs clearance!

From January 1, 2019, the Saudi Arabian Bureau of standards, metrology and quality (SASO) issued a notice that its certified online operation platform saber was enforced.

It is reported that the latest batch of products must be registered on Saber platform since November 1, 2019. Include:

1. Auto parts;

2. Personal protective equipment and protective clothing.



The evaluation agency shall stop issuing the certificate of conformity (COC) from November 1, 2019, and the certificate must be cleared before November 15. Any shipment order not issued by saber will be terminated on November 15, 2019, unless a certificate of compliance has been issued before November 1, 2019.

This year, Saber's progress is as follows:

From April 1, 2019, product certificate PC (product certificate) and batch certificate SC (shipment certificate) of products under the following technical regulations must be registered and issued through saber:

1. Low voltage devices - GSO low voltage devices technical regulation (products covered in GSO list 2 GCC regulation)

2. Toy products - GSO toys technical regulation (and apply for GSO conformance tracking symbol (GCTs))

3. Lubricating oil - SASO technical regulation for lubricating oils

From June 1, 2019, the following five categories of products must be registered and applied for product certificates (PC) in saber system:

1. Elevators used in buildings or facilities;

2. Building materials - Part: metals, alloys and products used in construction;

3. Building materials - Part II: thermal insulation or coating materials used in buildings;

4. Building materials - Part 3: Hydraulic rods used in buildings and related products;

5. Building materials - Part 4: bricks, tiles, ceramics and sanitary wares used in the building.

From August 1, 2019, the following five categories of products must apply for saber certification for export to Saudi Arabia:

1. Balance car;

2. Vehicle battery;

3. Degradable plastic products;

4. Power battery;

5. Paint and dye.

From September 13, 2019, ceramic products entering the Saudi market shall meet the following requirements:

1. Submit application and obtain relevant certificate through saber system;

2. Obtain the Saudi quality mark sqm quality approval certificate.

From November 1, 2019, the products registered on Saber platform are:

1. Auto parts;

2. Personal protective equipment and protective clothing.

From December 1, 2019, the export of textiles to Saudi Arabia needs to be registered on Saber platform.

Saber certification refers to the conformity certification evaluation plan for non Saudi local enterprises (i.e. enterprises exporting to Saudi Arabia), which is a new upgraded version based on the original SASO certification. It is actually a network tool for product registration, distribution and obtaining compliance COC certificate. Therefore, it is very important for Chinese export enterprises.

According to saber, the products are divided into high, medium and low risk categories according to the risk categories; according to the risk categories, different conformity inspection procedures will be adopted and implemented by different authorized institutions.

The function of saber certification is basically the same as that of the original SASO certification. The difference is that saber is very troublesome. It needs to do PC testing. After the PC is completed, it will work for one year, and then issue SC certificate.
